Arthur Quay graduated from the National University of Singapore in 1984 with a Bachelor-of-Laws degree with Honours. He was called to the Singapore Bar and admitted as an Advocate and Solicitor of the Supreme Court of Singapore in 1985.

Arthur Quay has practised in a prominent law firm before joining the Urban Redevelopment Authority as legal counsel involved in land acquisition and rent control matters. Arthur has also worked as in-house legal counsel for a private corporation and resumed private practice thereafter as a partner in 2 law firms before joining Dominion LLC as a director.  

Arthur Quay is involved mainly in general and commercial litigation as well as commercial and corporate matters.

Arthur Quay is also appointed a Commissioner-for-Oaths by the Singapore Academy of Law.

A keen golfer, Arthur is married with 2 children.
